TAKE A READING OF
usually means to read and record the measurement from a display, such as a meter. However in a few situations it can mean the entire measurement process ( which always includes recording the measurement ) . so a nurse, for example, could be asked to take a reading of a patient's temperature.

The thing that you "take a reading of" could be what is being measured ( take a reading of how much water has been used ) or the name of the measurement device ( take a reading of the water meter ) .
