general khamtay siphandone became prime minister of laos in 1991. he commanded the pathet lao in 1965. he was deputy prime minister from 1975 to 1982 and minister of national defence from 1975 to 1991. he became chairman of the lao people's revolutionary party (lprp) in 1992. born: 1924.
