1. Maybe they're not getting answered what they expect to hear
2. Most of the time when people ask for advice from others, they have already made up their mind.
3. Maybe the answer they get is not convincing enough.
4. Maybe your offer is convincing, but they won't accept your suggestion passive - aggressively just to make you angry or because they don't like you.
5. they might find your words confusing or they simmply don't get your point so when one doesn't get you, they won't do what you asked them
